Casinos near the Lao border (Thailand, Myanmar, Cambodia)
Lao casinos sit within a wider regional gaming market. Here's a quick orientation to what exists on the borders and how the legal frameworks compare.

Laos has three operating casinos: the Golden Triangle SEZ, Savannakhet and Nam Ngum. But the regional casino market extends across the Lao border on all sides — through varying legal frameworks. This page gives a quick orientation to what exists near the Lao border and the basic context.
Thailand
No legal land-based casinos. Gambling (other than the Thai national lottery and limited horse racing) has been illegal in Thailand since the 1935 Gambling Act. Proposals to legalise integrated resort-casinos have been periodically debated by the Thai parliament but no legislation has passed as of 2026. Thai gamblers who want to play at a land-based casino typically cross into Laos, Cambodia or Myanmar. This is the primary driver of cross-border casino traffic on the Lao Mekong border — particularly into Savannakhet (across from Mukdahan), the Golden Triangle SEZ (across from Chiang Saen), and Cambodia’s Poipet zone (further south but accessible from Thailand).
Myanmar (Burma)
Casinos operate in special economic zones along the Thai border, particularly around the Mae Sot-Myawaddy crossing and in the Tachileik area of eastern Shan State (just across from Mae Sai, Thailand). Their legal status under Myanmar national law is ambiguous; they operate primarily under local arrangements within border SEZs and target Thai and Chinese cross-border visitors. Security and political conditions in Myanmar’s border regions have been unstable since the 2021 coup; visitors should check current advisories before travelling.
Cambodia
Cambodia has the most permissive casino regime in mainland Southeast Asia. Casinos are legal for foreign visitors and concentrated in three main clusters: Sihanoukville (the largest cluster), Poipet on the Thai border, and Phnom Penh. Several of these venues are major resort-casinos in the mid-tier of the Asian market. Lao nationals can visit on tourist visas.
China (Yunnan)
No casinos. Gambling is illegal in mainland China except for state-run lotteries. This is the structural reason Lao casinos at the Yunnan border (historically Boten, currently the Golden Triangle SEZ via Daluo crossing) have existed: they served Chinese cross-border demand.
Vietnam
Casinos are legal for foreign visitors only and concentrated in a small number of integrated-resort properties (Corona Resort & Casino Phu Quoc; Ho Tram in southern Vietnam; Lao Bao border zone near the Lao border). A pilot scheme permitting Vietnamese nationals to play has been trialled at limited venues. Vietnam’s Lao Bao casino is the closest legal Vietnamese casino to the Lao border.
So what does this mean for visitors to Boten?
Boten itself has no casinos and gambling is not permitted in the SEZ. Visitors who specifically want casino entertainment as part of a longer trip have several options:
- Continue south to Vientiane and travel up to Dansavanh Nam Ngum (2 hours from the capital) — the closest and easiest add-on.
- Make the longer journey to Kings Romans in the Golden Triangle SEZ.
- Travel further to Savan Vegas/Savan Legend in Savannakhet.
- Or treat Boten as a non-gaming destination — which is what the current SEZ is designed for — and enjoy the railway, mountains and duty-free shopping.
